A Property and casualty licensee is a person authorized to act as an insurance agent, broker, or solicitor, and Property and casualty broker-agent license is a license so to act. A Property and casualty licensee is also authorized to transact 24-hour Coverage; generally, the Property and Casualty Broker-Agent license allows authority to transact insurance products that are not Life or Annuities or Health Insurance. May Transact Personal Automobile; Homeowners and Dwelling Insurance (PERSONAL LINES) and Commercial General Liability, Commercial Property coverage, Contractual Liability Insurance, Crop Insurance – Disability, Dwelling Property, Earthquake Insurance, Flood, Health, Home Warranty Insurance, Homeowners, Indemnity, Inland Marine, A broad category of insurance which will cover the personal effects example, jewelry and fine arts, Liability Coverage, Livestock, Mechanical Breakdown Insurance, Prepaid Legal, Umbrella Policy, Watercraft insurance, Workers Compensation Insurance
Property and Casualty license authority is determined by what documents are submitted:

A $10,000 Bond of Insurance authorizes the licensee to act as an insurance broker. An insurance broker is a person who, for compensation and on behalf of another person transacts insurance other than life and health with, but not on behalf of, an insurer.

An Action Notice of Appointment authorizes the licensee to act as an insurance agent. An insurance agent is a person authorized by and on behalf of an insurer to transact all classes of insurance, except life insurance. Action Notice of Appointment must be submitted electronically by the appointing Insurer.
- An Action Notice of Solicitor authorizes the licensee to act as an insurance solicitor. An insurance solicitor is a natural person employed to aid an insurance agent or insurance broker in transacting insurance other than life. A person authorized to act as an insurance solicitor is not eligible at the same time to act as an insurance agent or broker, and a person authorized to act as either an insurance agent or broker is not eligible at the same time to act as an insurance solicitor.
Prelicensing Requirements
40 hours of pre-licensing instruction covering information on 24-hour Coverage, Worker’s Compensation, Automobile Insurance, Commercial General Liability, Commercial Property coverage, Contractual Liability Insurance, Crop Insurance – Disability, Dwelling Property, Earthquake Insurance, Flood, Health, Home Warranty Insurance, Homeowners, Indemnity, Inland Marine, Plus 12 Hours of Code & Ethics, these hours may be satisfied by completing an on-line or classroom California Department of Insurance approved pre-licensing course
